I just finished a 5 mile run in heat. Similar conditions are forecast for the Strolling Jim. I'm out of the Strolling Jim* (emailed the Race director). I finished it last year. I would be trying to prove I could finish it in the heat. This is not something I care about proving nor would I have fun. I run to have fun. It's that simple.
I loved running in zero degree windy weather in Montana. I do not like running in the heat in the south.

Wise decision! Better than melting down on that long of a run. Philly will have perfect marathon weather in the late Fall.
